The score for actual legislative changes decreased from 1.93 in October to 1.07 in November. This indicates a noticeable weakening of legislative activity: newly adopted acts had a positive but significantly weaker impact on alignment with EU transport policy.

The score for planned legislative changes fell from 1.73 to 0. In November, no new legislative initiatives or draft laws were recorded that would shape the future direction of reforms. This represents a sharp break compared to October, when planning activity was one of the key strengths.
