In October, the situation regarding the integration of the transport sector into the EU worsened again.
The actual legislative changes dropped to 0, indicating the absence of new legislative developments this month. This represents a significant decrease compared to September, when the indicator was 2.24, reflecting substantial progress in the legislative domain.
The assessment of planned legislative changes increased to 1.99 in October, indicating a high level of planning for new legislative initiatives after their complete absence in September (0). This suggests active strategic planning for future initiatives and pressure from the international community, particularly considering that the adoption of certain draft laws in the transport sector is included in the performance benchmarks of the Ukraine Facility program.
The agenda-setting indicator decreased from 1.66 in September to 1.1 in October, pointing to a decline in activity regarding official statements, strategies, and concepts that could facilitate EU integration.
The implementation status finally stopped declining and showed a slight increase from 0.1 in September to 0.15 in October, signaling a modest improvement in the execution of adopted decisions and legislative changes.
The overall score fell from 1.08 in September to 0.75 in October, indicating a decline in overall progress in Ukraine’s EU integration within the transport sector. This is the lowest score since February of this year, when the overall score was 0.5.
