Entrepreneurship and industrial policy

In January 2026, the assessment of Ukraine's progress in the area of entrepreneurship and industrial policy increased slightly to 0.54 points (0.38 points in December, 0.31 points in November, 0.39 points in October). For comparison, the scores were the most optimistic at the end of 2023 - 1.72 points in November and 1.34 points in December.

In January, the assessment of actual legislative changes amounted to 0.44 points (-0.03 points in December). In particular, experts were cautious about the government's resolution to launch the Energy Support for Individual Entrepreneurs program (by 0.44 points). At the same time, the score for planned legislative changes was 0 due to the lack of draft legislation (0.34 points in December).

In January, the assessment of the agenda increased to 0.7 points (0.91 points in November and 0.58 points in December). In particular, experts rated the work on the Ukraine Prosperity Plan by 0.7 points.

The overall assessment of the implementation status is 0.91 points (0.75 points in December). Experts assessed the speed of changes at 0.31 points (-0.08 points in December). Overall, the results show that the pace of implementation is insufficient.
