Social policy and labor market
In October 2024, the overall progress score in the field of social policy and employment increased to 0.7, marking the highest level since July, though it remains lower than in the first half of the year.
In the category of “Planned Legislative Changes,” experts gave positive evaluations to draft laws on combating domestic violence (average score of 1.3) and improving the procedure for providing social services (1.1). As a result, the cumulative score for this component remained nearly unchanged at 1.2 points.
The score for “Agenda Setting” significantly improved to 1.39, compared to 0.82 in September, driven by European integration initiatives and the Ministry of Social Policy joining the European Social Network.
The “Implementation Status” score also rose to 0.87, significantly higher than in September (0.55). Within this category, experts’ evaluation of the pace of changes increased to 0.60, indicating improved implementation speed. Additionally, there was an increase in expert satisfaction with the correctness of the direction of changes. The evaluation of the state of implementation also became more positive, rising from 0.46 to 0.8 points.
Overall, October was defined by an activation of change implementation, which positively impacted all components.
