Digital transformation

According to the monitoring results in February, we see an increase in assessment compared to January due to the improvement in all indicators.

Experts positively assessed the actual legislative changes (rating increased from 0.53 in January to 1.93 in February). Some experts neutrally evaluated the process of usage of the educational application “Mriya” due to risks of it violating European principles of data processing for minors. However, experts highly praised the adoption of the bill on a single roaming zone with the EU (the minimum rating here was 2.9 out of 3 points).

Unlike January, in February, we observed two bills in the area of digital transformation aimed at harmonizing our legislation with EU standards, so the rating of planned legislative changes increased from 0 in January to 1.03 in February.

In February, there was an improvement in ratings for agenda setting (from 1.41 to 1.93). We also see a more positive assessment of implementation status (from 1.46 in January to 1.79 in February).

The overall area rating has improved (from 1.04 to 1.67), largely due to new planned legislative changes in February and the adoption of the bill on a single roaming zone with the EU in the first reading.
