Entrepreneurship and industrial policy
In November 2025, Ukraine’s progress assessment in the field of entrepreneurship and industrial policy declined for the third consecutive month — to 0.26 points (compared to 0.71 in August, 0.49 in September, and 0.34 in October). For comparison, the most optimistic assessments were recorded at the end of 2023 — 1.72 points in November and 1.34 in December.
In November, the score for actual legislative changes was 0 (0 in October) due to the absence of new legislative acts in the field. At the same time, the score for planned legislative changes was also 0 due to the lack of plans for legislative amendments (0 in October).
In November, the agenda-setting score changed only slightly — reaching 0.91 points (compared to 0.97 in October). In particular, experts rated at 0.91 points the meeting between Ukrainian government officials and EU representatives regarding the integration of Ukraine’s defense-industrial complex into EU supply chains within the SAFE program.
Experts continue to assess the state of implementation at a low level — only -0.13 points in November (0.17 in October). In particular, they negatively assess the speed of changes in the field (-0.48 points). Overall, the results demonstrate that the pace of implementation remains insufficient.
