According to monitoring results, October showed an improvement compared to September, driven by higher scores for actual legislative changes and agenda-setting.
In October, the score for “Actual Legislative Changes” increased to 1.87 from 1.8 in September. Experts positively evaluated the Government’s adoption of a resolution on the e-trust service list, which will facilitate the mutual recognition of electronic trust services between Ukraine and the EU.
The score for “Planned Legislative Changes” significantly improved, reaching 1.43 (compared to 0 in September), due to the introduction of two draft laws in the electronic communications sector, aimed at regulating the use of the radio frequency spectrum and general authorization.
In October, a decrease in the “Agenda Setting” score was observed (from 1.39 to 1.22), influenced by the publication of the Ukraine 2024 Report and the initiative to develop rules for the use of AI in technological products.
A slight decline was also recorded in the “Implementation Status” score, dropping from 1.43 in September to 1.23 in October.
The overall improvement in the sector’s score (from 1.48 in September to 1.72 in October) is largely the result of new planned legislative changes and higher scores for actual legislative changes, despite a slight deterioration in agenda-setting and implementation status evaluations.
