Digital transformation

According to the results of the monitoring in February, we observe a deterioration in the digital transformation sector. The overall average score for the sector in February was 0.98, which indicates a minimal decline compared to the previous month (0.99 in January).

In February, the assessment of actual changes to legislation was 0 due to the lack of laws in the field of digital transformation that would bring Ukraine closer to EU standards.

In February, the score for planned legislative changes increased from 0 in January to 1.6 due to the draft law on electronic document management with the EU law.

The score for agenda setting decreased from 2.25 in January to 0 in February due to the absence of development strategies or other vision documents related to European integration in the field of digital transformation.

In assessing the state of implementation, the average score slightly deteriorated from 2.19 in January to 1.89. Experts still positively, but more cautiously, assess both the speed of changes (the average score decreased from 1.57 in January to 0.75 in February) and their direction (the average score decreased from 1.8 in January to 0.75 in February), as well as the overall state of implementation of legislative decisions (the average score decreased from 1.65 in January to 1.18 in February).
