Digital transformation
According to the monitoring results, we observed a significant decline in the digital transformation sector in April. The sector’s overall average score in May was 0.72 (compared to 1.66 in April).
In April, the assessment of actual and planned changes to legislation was 0 due to the absence of any adopted or registered laws in the field of digital transformation that would bring Ukraine closer to EU standards.
The assessment of agenda-setting declined slightly from 1.05 in April to zero in May due to the lack of adopted strategic documents or approved action plans that would bring Ukrainian legislation closer to EU standards (the EU acquis).
In the assessment of the state of implementation, the average score declined slightly from 2.28 in April to 2.06 in May. Experts view both the pace of change (the average rating fell from 1.64 in April to 1.22 in May) and its direction (the average rating fell from 1.94 in April to 1.6 in May), as well as the overall status of the implementation of legislative decisions (the average rating fell from 1.78 in April to 1.64 in May).
