Digital transformation

According to the results of the monitoring in September, we have seen improvements in the digital transformation sector. The overall average score for the sector was 1.06, which indicates a decline compared to the previous month (0.84 in August).

In September, the score for actual changes to the legislation was 0 due to mixed assessments of the Law of Ukraine "On Amendments to the Civil Code of Ukraine and Some Other Laws of Ukraine on Peculiarities of Providing Information from Public Electronic Registers...".

In September, the score of planned legislative changes increased to 1.03 due to draft laws on the introduction of international automatic exchange of information on income received through digital platforms and on updating the Civil Code of Ukraine (part of the draft law concerns personal data protection).

At the same time, agenda setting increased from 1.3 in August to 1.46 in September as a result of the approval of a detailed plan for Ukraine's digital transformation for the next year and a half as part of the Government's action plan and the introduction of a new format for Diia.Signature.

In assessing the state of implementation, the average score slightly deteriorated from 1.45 in August to 1.43 in September. Experts are generally positive about both the speed of changes (the average score decreased from 1.36 in August to 1.28 in September) and their direction (the average score decreased from 1.6 in August to 1.48 in September), as well as the overall state of implementation of legislative decisions (the average score increased from 1.40 in August to 1.52 in September).
