Digital transformation
According to monitoring results, August showed a decline in the area of digital transformation. The overall average score for the sector was 0.35, indicating a decrease compared to the previous month (0.84 in July).
In July, the scores for actual and planned legislative changes dropped to 0 due to the absence of newly adopted laws or draft laws related to EU integration in the field of digital transformation.
At the same time, the score for agenda setting increased from 0 in July to 1.3 in August, driven by several developments — the presentation of the Ministry of Digital Transformation’s Action Plan for 2025–2026, a working group meeting with government, business, and civil society representatives to prepare a draft negotiation position for EU accession in the field of digital transformation, and the designation of responsible coordinators for areas within the Strategy for Digital Development and Innovation of Ukraine until 2030.
In the implementation status assessment, the average score improved from 1.28 in July to 1.45 in August. Experts generally provided positive feedback on the speed of changes (rising from 1.11 in July to 1.36 in August), their direction (from 1.54 to 1.6), and the overall state of legislative implementation (from 1.19 to 1.40).
