In September 2025, the overall score for progress in the sector increased from 1.07 to 1.33 compared to the previous month. The increase is due to increased activity in two of the four main components that make up the overall score. At the same time, the overall assessment of progress in the sector is positive.

The drop in scores in September was demonstrated by the "Implementation Status" component - from 1.37 to 0.76 points and the "Agenda Setting" component - from 1.64 to 1.24 points.

On the contrary, the score for "Actual legislative changes" increased from 0 to 1.14 and for "Planned legislative changes" from 1.05 to 1.31.
