In November 2025, the overall assessment of progress in this area slightly increased compared to the previous month, from 0.71 to 0.93 points. At the same time, the overall assessment remains positive.
The slight increase is related to an improvement in the score for the component “Actual Legislative Changes,” which rose from 0 to 0.63 points.
The scores for the components “Planned Legislative Changes” and “State of Implementation” remained unchanged compared to the previous month.
Against this background, the score for the component “Agenda Setting” slightly decreased from 1.59 to 1.55 points.
