In May 2026, the overall assessment of progress in this area fell from 0.82 points in April to 0.58 points in May 2026. However, the assessment remains positive.

The overall assessment was influenced by the lack of events to evaluate progress within the field in three of the four components.

There were no adopted regulations or new draft regulations, nor were there any events that would have shaped the agenda.

As is the case every month, experts had the opportunity to assess the status of implementation in this area, which scored 1.66 points—slightly lower than the previous month’s figure.

This assessment is based on expected positive changes within the sector as well as on the general views of experts. It was also positively influenced by the appointment, following a competitive selection process, of a new head of the State Customs Service—a requirement set forth in a number of Ukraine’s commitments.
