Free movement of goods, and the customs
In August 2025, the overall progress assessment in this area increased from 0.82 to 1.01 compared to the previous month. The growth is linked to a rise in activity within several components that form the overall sectoral assessment. The evaluation of the area remains positive.
The only component that showed a decline in August was “Actual Legislative Changes,” which was due to a decrease in legislative activity.
At the same time, the score for “Planned Legislative Changes” increased from 0 to 1.02, and “Agenda Setting” improved from 0 to 1.44 points. The score for the “Implementation Status” component also rose, from 1.17 to 1.25.
These changes were influenced by specific steps taken by the customs service aimed at the practical implementation of existing legislation, as well as by draft regulatory acts in the field of protecting the national producer from dumped and subsidized imports.
