In September 2025, the overall score for progress in the sector is 0.78. The increase is primarily due to the President's signing of the law establishing the Specialized District Administrative Court and the Specialized Administrative Court of Appeal. The importance of establishing these courts to replace the liquidated Kyiv District Administrative Court has been repeatedly emphasized by the EU, including in two European Commission reports on Ukraine in 2023 and 2024. The overall indicator was also positively influenced by the decision of the High Qualification Commission of Judges to form an Expert Council that will select judges for the newly created administrative courts.

In September, Yuriy Barabash was appointed to the Constitutional Court under the President's quota. The importance of filling the vacancies in the Constitutional Court has also been repeatedly emphasized by the European Union, including the recommendation to fill all existing vacancies without delay in the European Commission's 2025 report on Ukraine. We expect to fill two vacancies under the Parliament's quota, two vacancies under the quota of the Congress of Judges, and one vacancy under the President's quota.
