In May 2026, the overall progress score in this area fell again to 0.04, compared to 0.71 in April. This score reflects the general trend in this area: in May, there were no developments that would bring Ukraine closer to the EU. There has been virtually no progress in appointing judges to the Constitutional Court of Ukraine and members of the High Council of Justice, resuming the participation of international experts in the selection process for the High Qualification Commission of Judges, reforming the Supreme Court, and other priority areas, as outlined in the joint statement by European Commissioner Marta Kos and Deputy Prime Minister for European Integration Taras Kachka, the implementation of which is a prerequisite for the success of Ukraine’s EU accession negotiations.
