Digital transformation
According to the July monitoring, there was a decline in the digital transformation sector. The overall average score was 0.86, down from 1.49 in June.
In July, the scores for “Actual Legislative Changes” and “Agenda-Setting” dropped to 0 due to the absence of newly adopted laws and development strategies in the field of European integration.
At the same time, the score for “Planned Legislative Changes” rose from 0 in June to 0.93 in July, following the introduction of a draft law amending the Law of Ukraine “On Education” regarding the use of the educational mobile application Mriya in the educational process.
The “Implementation” score slightly improved from 1.23 in June to 1.28 in July. Experts generally rated positively both the speed of changes (which rose from 1.07 in June to 1.11 in July) and their direction (which increased from 1.31 in June to 1.54 in July), though the overall state of legislative implementation slightly decreased (from 1.31 in June to 1.19 in July).
