Digital transformation
According to the monitoring results in October, an improvement was observed in the field of digital transformation. The overall average score for the sector amounted to 1.39, indicating growth compared to the previous month (in October it was 1.09).
In November, the score for planned legislative changes was 0 due to the absence of adopted laws in the field of digital transformation that would bring Ukraine closer to EU norms.
In November, the score for actual legislative changes increased to 1.79 following the adoption of the Law of Ukraine “On Amendments to Certain Laws of Ukraine Regarding the Regulation of Certain Issues in the Field of Electronic Communications.”
At the same time, the score for agenda setting decreased from 1.83 in October to 0.94 in November. Experts assessed the memorandum with the Latvian company Tilde and the National AI Centre of Latvia, together with the Government Office for Coordination of European Integration, as cautiously positive.
In assessing the state of implementation, the average indicator slightly improved from 0.94 in October to 1.31 in November. Experts cautiously positively assess both the pace of changes (the average score increased from 0.69 in October to 0.99 in November) and their direction (the average score increased from 1.09 in October to 1.54 in November), as well as the overall state of implementation of legislative decisions (the average score increased from 1.06 in October to 1.40 in November).
