Free movement of goods, and the customs
In July 2025, the overall assessment of progress in the sector fell from 1.11 to 0.82 compared to the previous month. This decline is linked to reduced activity in July and the corresponding decrease in the scores of certain components forming the overall assessment. Nevertheless, the sector’s score remains in positive territory.
There was a decline in July compared to June in the “Planned Legislative Changes” and “Agenda-Setting” components, both of which scored 0. As noted, this is due to the seasonal drop in activity in lawmaking and strategic planning.
At the same time, in July the “Actual Legislative Changes” component improved from 0.83 to 0.98, and the “Implementation” component rose from 0.67 to 1.17. These improvements were driven by announced practical steps to implement certain elements of customs reform and the adoption of new legislation.
