Social policy and labor market
In August, the overall assessment of progress in the area of social policy and employment continued to grow, reaching 1.06 compared to 0.82 in July, although it remained slightly below the May level of 1.2. This time, there were no assessments of planned legislative changes, as no relevant developments were reported in August.
The score for actual legislative changes increased significantly to 1.88 in August from 0.7 in July. This improvement resulted from the adoption of the important Law “On Vocational Education,” which has been largely aligned with EU legal norms. The law is also one of the indicators under Ukraine’s Plan tied to EU disbursements under the Ukraine Facility. Its implementation introduces dual education and enhances cooperation with businesses, which is expected to improve the labor market situation.
The score for agenda setting slightly decreased to 1.19 in August from 1.69 in July, though it remained higher than 0.46 in June. This assessment reflected the government’s plans to implement the prosthetics reform and the announced plan for fulfilling the Enlargement Plan.
The implementation status index stood at 0.73 in August compared to 0.82 in July. The satisfaction with the direction of changes indicator shifted from 0.78 in June to 1.33 in July and 1.08 in August. The adaptation to EU legislation score reached 0.70 (down from 0.83 in July), while the speed of changes score was 0.43 compared to 0.5 in the previous month.
