In September, the overall assessment of progress in social policy and employment decreased to 0.59 from 1.06 in August.

The score for Actual changes in legislation decreased to 1.26 from 1.88 in August. This time, there were important, but point changes in the provision of social benefits due to the greater capabilities of the Unified Social Information System, which will allow for faster and easier access to social support. In August, the systemic law on vocational education was included in the assessment.

Planned legislative changes were rated at 1.29 (there were no events in this category in August). This time, the assessment included a draft law on basic social assistance and a draft law on harmonizing legislation with the ratified Council of Europe Convention on preventing and combating violence against women and domestic violence.

The assessment of agenda setting further decreased to 0.91 from 1.19 in August (from 1.69 in July). The assessment included the measures of the Government Action Program for 2025, the government's intention to build a sustainable social protection system, and plans to set the subsistence minimum at the level of the real subsistence level. Although all these changes are important, experts assessed them cautiously.

The index for the state of implementation in September was 0.67, which is close to 0.73 in August. Thus, the assessment of satisfaction with the direction of change has changed again - 0.84 compared to 1.08 in August. The assessment of the state of adaptation to European legislation remained at 0.70, and the assessment of the speed of change slightly increased to 0.48 from 0.43 in August.
