In November, the overall assessment of progress in the field of social policy and employment increased to 0.80 from 0.7 in October.

In October, experts did not identify any developments that could be classified under the index component “Actual Legislative Changes,” and therefore this component received a score of 0.

Planned legislative changes were rated at 1.51 in November, compared to 0.98 in October and 1.29 in September. Among the initiatives included in the assessment were two draft laws on ensuring the accessibility of audiovisual media services (excluding audio media services) for persons with disabilities (score 1.37). The draft law on establishing comprehensive state support and increasing social guarantees for families with persons with disabilities also received a positive assessment. Thus, Ukraine is building the legislative framework to improve the quality of life of persons with disabilities and ensure their access to essential services.

The score for agenda setting increased again and reached 1.35 in November compared to 1.08 in October. Experts positively assessed preparations for joining the European Employment Services network (EURES) and discussions on possible cooperation between the Ministry of Economy, Environment and Agriculture of Ukraine and the European Labour Authority (ELA).

The index for the state of implementation increased to 0.97 in November from 0.78 in October. In particular, the assessment of satisfaction with the direction of changes rose again — 1.18 in November compared to 1.1 in October and 0.84 in September (while it was 1.08 in August). The assessment of the state of alignment with European legislation increased to 0.85, which is close to the October figure. At the same time, the assessment of the speed of change increased significantly to 0.87 compared to 0.33 in October.
