Transport
In July, there was a general slowdown in integration progress in the transport sector. The decline across all indicators shows reduced momentum in European integration efforts – both at the legislative level and during implementation.
The score for “Actual Legislative Changes” remained at 0, the same as in June. No new legislative acts in the field of transport were adopted during the month, indicating a lack of progress in regulatory support for European integration.
The score for “Planned Legislative Changes” fell to 0 in July from 0.53 in June, reflecting a drop in activity in planning new legislative changes aimed at harmonization with EU law. No public announcements, projects, or initiatives related to transport legislation were recorded in July.
The “Agenda-Setting” score decreased to 1.54 in July from 1.83 in June. While activity in shaping the political agenda remained relatively high, the intensity of statements, announcements, and conceptual discussions declined compared to the previous month.
The “Implementation” score dropped to 0.28 from 0.74 in June, reflecting a slowdown in the implementation of previously adopted norms or integration commitments, despite relatively stable political rhetoric.
The overall score decreased to 0.42 from 0.68 in June. This drop was due to both the absence of new decisions and slower implementation dynamics. High activity in public communication no longer compensates for the lack of concrete legislative changes and actions.
