Following one of the most successful months of monitoring in April, May 2026 was marked by a noticeable slowdown in European integration efforts in the transportation sector. Legislative work and implementation continued, but the lack of new initiatives and strategic signals significantly weakened the overall momentum of the integration process.

The assessment of actual changes in legislation fell from 1.43 in April to 1.06 in May. This indicates a slowdown in legislative activity, although the adoption of new regulations aimed at aligning Ukraine’s transportation legislation with that of the EU continued. In May, the rules governing international bus transportation were updated.

The assessment of planned legislative changes fell from 1.41 to 0. In May, no new legislative initiatives or bills were introduced that would set the future direction of reforms in the transportation sector. After active planning in April, this component completely lost momentum.

The assessment of agenda-setting also declined—from 1.58 in April to 0 in May. This indicates a lack of new official statements, strategies, concepts, or other documents that shape the political agenda for the European integration of the transportation sector.

The implementation status indicator fell from 0.84 to 0.56. Although the implementation level remains positive, the pace of practical implementation of previously adopted decisions has slowed compared to April.

The overall score fell from 1.24 in April to 0.57 in May. This significant decline is attributed to a simultaneous drop in all components of the monitoring, particularly the complete absence of new planned legislative changes and agenda-setting. The positive impact of actual legislative changes and their implementation proved insufficient to offset this decline.
